Outdoor elimination

Q: I would like to train my mini Bernedoodle to relieve herself outside. Would having the palace be counterintuitive to this since it trains the puppy to pee on a pad?

A: The palace can be used as a temporary alternative while your puppy is gaining control over elimination, particularly if you are not home. You should anticipate the need for elimination and pick her up (from palace or anywhere) and carry her outside.  If you are home most of the time then you simply spend as much time as possible outside.
