Reversal of potty training routine

Q: Our puppy is 10 weeks old. We have had him for 2 weeks. He sleeps in his puppypeepalace at night. During the day we have been training him to go outside. But as the weather gets colder, I see the advantage to training him to go inside. He is very small(2lb.7oz.) and hates going in the cold grass in the morning. Is it too late to train him to use a pee pad in his playpen? Or is it better to try to train him to the palace? He has used a peepad by the back door that was already soiled a couple of times. I don’t want to confuse him too badly, but would love it if we could train him to go both inside and out.
A: If he is using a pad predictably it may go okay, restrict his area so that most of it or all of it is a pad for starters.
